job xml format from rd-jobs list -f out is not consistent between runs

When you run rd-jobs list -f out, the notifications element will randomly order the onfailure and onsuccess elements. This causes issues when trying to detect if jobs have changed.
To reproduce, create a few jobs with onsuccess and onfailure email configurations and in a loop run rd-jobs list and compare the results from the previous output.
