Auto set project menu if only one project

If there is just one project, and a user logs in, the project menu is still set to "All Projects...".
It would be preferable to set the menu to the only project. This will also enable the command prompt on the Resources page.

also, having 0 projects shouldn't show a pop-up men: it should have a button to create a new project
