For "dispatch", make -Q,--queue option ignored and enforced by default

Currently the "dispatch" command has a -Q,--queue option that runs the specified command as a "Run and forget" temporary Job. This should be the default behavior.

    replaced -Q/--queue option with -L/--noqueue, and send to server queue by default (this covers issue #76 Add noqueue option to "dispatch" command as well)
