launcher fails to start if "etc" dir already exists

If an "etc" dir inside the RDECK_BASE dir already exists, but no etc/framework.properties exists, the rundeck server will fail to start even if the directory is empty. This is because rundeck will only perform first-run initialization and create framework.properties if the etc dir does not exist, and the server requires framework.properties to start.

fix: rundeck should perform first-run initialization if the etc/framework.properties does not exist instead of if "etc" does not exist.
