exclude filter nullifies the include filter when using GUI

When i filter based on a particular tag, i get the results. But as soon as I try to exclude another tag to get a subset of the include filter, the results show a complete disregard for the include filter. I've tried toggling the precedence and it still ignores the include filter.
running this on Rundeck version 1.3.1-1.1

bug occurs when displaying the correct node set, but it does not affect the nodes used for job/adhoc execution.
