convert java build components off of maven1

Maven1 is used to build core and installer components.
Replace maven1 with use of a modern build tool, preferably gradle.

gradle build changed to specify dep extensions, instead of
treating them as modules (no transitive results then.) Copy
deps for tools to build dir to support rpm packaging. Update packaging
