Launcher shell tools do not start due to classpath

Trying to run shell tools from a launcher installs results in an error like below:

Exception in thread "main" java.lang.NoClassDefFoundError: com/dtolabs/rundeck/core/cli/jobs/JobsTool
Caused by: java.lang.ClassNotFoundException: com.dtolabs.rundeck.core.cli.jobs.JobsTool

Looking inside the wrapper scripts it appears the classpath variable being used is unset (ie, CLI_CP)
