RD-ACL Utility for Windows

- Server OS: (Windows 2008 Server)
* Install type: War (Tomcat 7)
Issue:
The rd-acl utility cannot be found. There circumstances out of which we cannot determine why the access of certain users does not work and we do not have an utility to validate.
Reproduce: Documentation display ONLY the utility for UNIX. I could not find anything for Windows

We do not use Lighthouse for issues anymore, please use github issues
