Job ref steps in workflows should be runnable

Issue:
In a workflow display for a job, you should be able to select the job reference step defined and choose "execute" with the arguments that are defined:
this should pre-populate the execution form for the job, allowing you to run it as the workflow step would except for any top-level options.
