launcher --skipinstall ignores some config properties

if the --skipinstall is used with the launcher, it will ignore some of the -D system properties defined, such as "loginmodule.name" and "loginmodule.conf.name".

the launcher should be fixed so that --skipinstall uses the same configuration values
