fix issues with Oracle backend

Oracle backend has several issues;
- test failures in ScheduledExecValidationTests
-
ORA-01400: cannot insert NULL into ("TEST"."SCHEDULED_EXECUTION"."DESCRIPTION") -
fix test failures
- fix bug with ScheduledExecution.description constraint "nullable:false, blank:true", probably due to Oracle bug with Grails: http://jira.grails.org/browse/GRAILS-6624
