options with URL for remote default value

Add a new URL field for options, allowing the default value to be retrieved when it is not specified.

Question: can this be incorporated/replaced by issue #358 Provide a default label for options drop down ?

    Maybe out of scope, but should we just allow for the entire definition of the options to be fetched from a URL? Option 1 can point to a URL that provides all the metadata?

    Even more meta, but should we have a URL for a job to reference all options?
