options with URL for remote default value

Add a new URL field for options, allowing the default value to be retrieved when it is not specified.

Maybe out of scope, but should we just allow for the entire definition of the options to be fetched from a URL? Option 1 can point to a URL that provides all the metadata?
Even more meta, but should we have a URL for a job to reference all options?
