Unclear which branch is active on Github

There are multiple branches on Github, but it isn't clear what is what.
Should patches be against the release 1.3 branch? Development? Master?
I'm pretty sure the answer isn't Master, but that's the default branch for the project at this point. It'd be nice for the default branch to be set to whatever is the desired target for patches.
