rd-jobs fails with "Response content unexpectedly empty"

out of the box, after starting rundeck, rd-jobs gives me the following error:
[rundeck@centos-55-64-vm6 ~]$ rd-jobs list Error: Failed request
to list the queue: Response content unexpectedly empty .
However, after creating a project, the rd-jobs list command
works.
It seems that a graceful return should occur showing no projects/no
jobs, etc.

this is a bug, but mostly due to the fact that the CLI tools use old non-api calls to server... really the best solution is to switch them to use the web API
