Top level make is rebuilding rundeckapp on every run

The top level make command is rebuilding rundeckapp on each invocation. The make rule looks for a rundeck war file as the target output. This behavior is a regression.

I figured out why rundeckapp is always built no matter what...it's the dependency on appdoc, which dependent on doc which has no files to check so it's always built
