Make ad-hoc command box visible at all times

The box where a user can enter an ad-hoc command is the central feature of the web UI, but it's difficult to find. You currently have to go to the resources tab and then select a project before the box can be seen.
Perhaps make the ad-hoc command box visible at all times? If a project isn't selected, perhaps put grayed out text in the box that says "select project"
