script commands fail after debian installation

To duplicate this problem....
install rundeck using dpkg:
dpkg --install rundeck-1.4.0.2-1.deb
add a job via the UI
setup a job with a trivial bash script (not a command)
error will be:
Failed dispatching to node localhost: com.dtolabs.rundeck.core.execution.service.FileCopierException: error writing script to tempfile: Permission denied

/var/lib/rundeck/var has incorrect perms
also, the LocalFileCopier should copy to the framework.tmp.dir not the framework.var.dir
