"Create and Run" is not limited by lack of workflow_execute

problem:
"Create and Run" is shown when creating a job, even if the target name/group/project would not allow job workflow_run. when clicking "Create and run" the job is run.
fix:
"workflow_run" should be required to allow Run to occur
