Investigate integration puppet class for rundeck installation

A controltier 3.6 user created a puppet installer class (among other things)

We should investigate making rundeck available via these classes for those in the ruby ecosystem. Rundeck should play nice with puppet especially if it can feed the resource model periodically.

    exploring a Rundeck integration via a Puppet class is a smart move for automating setup and configuration.
    The existing Puppet module (for example, the one by Vox Pupuli) shows how to install and configure Rundeck (packages, dependencies, config) using Puppet.

    +1 Probably worth defining scope: which version of Rundeck, OS / repository layout, and what exactly the Puppet class should manage (install, config, plugin-management, backups).
