log4j.properties is not honored by launcher

The $RDECK_BASE/server/config/log4j.properties has no impact on the launcher with all output be directed to STDER.

After I installed with the launcher, I see 2 log4j.properties. Are these necessary?
./server/exp/webapp/WEB-INF/etc/log4j.properties ./server/exp/webapp/WEB-INF/log4j.propertiesAlso, in the correct log4j.properties I see the following:
log4j.appender.audit.file=/private/tmp/rdl-updev/server/logs${file.separator}rundeck.audit.logIs that ${file.separator} supposed to be there?

i will remove those extra log4j.properties files.
the file.separator is fine
