update API documentation

two issues:
- The API documentation should live on its own page outside of
the RunDeck Guide.
- The API docs elide the "/api/1" path at the beginning of the URLs, this should be specified explicitly instead

Clean build produces separate API documentation page in the docs index.
API docs show
/api/1or/api/2path in the URL for each endpoint.
