If an "etc" dir inside the RDECK_BASE dir already exists, but no etc/framework.properties exists, the rundeck server will fail to start even if the directory is...

I was unable to find and override the the 3.1 dependency. I was able to modify the BuildConfig to delete the 3.1 jar prior to building the War file.
