Job definitions should support an external ID

In the job definition, there should be a place to add an external id. This should be a free text field to support any arbitrary string.

If an external id is provided, then it should be the source of truth for determining if the job is being updated or created, otherwise it can fall back to the id.

In the absence of external id, the id should not be exported with the job. The specific requirement is moving jobs between instances of RunDeck. Perhaps during export, an external id can be auto-generated.
