Document DNS caching setting

Update the user manual admin section to include a comment on how
to control DNS caching.
The default is to cache 30m which often requires the server to be
restarted.
Should reference http://download.oracle.com/javase/6/docs/api/java/net/InetAddress.html
eg add to startup: -Dnetworkaddress.cache.ttl=60
Alternative is to just use IP addresses in the resource model (but that might have its own pros/cons)
