Using anything other than /etc/rundeck/rundeck-config.properties seems to fail

I'm not sure if this is valid or not, but I was trying to track down a problem with regards to using an alternative /etc/rundeck/staging-rundeck-config.properties file. Even with the value specified, it didn't seem to honor it.
Needs further investigation.
