UTF-8 support for remote executor

- Server OS: RHEL5
- Install type: Yum-rpm
Issue:
Log viewer has a problem with displaying utf-8 characters for
remote executor.
(Log for localhost has no problem.)
Please refer attached screenshot.
(For Rundeck GUI issues, please include the following:)
- Client OS: Windows 7
- Client web browser: Firefox
Reproduce:
Run 'date' command on node (LANG=ja_JP.UTF-8)
