aclpolicy job resource name key incorrect

aclpolicy resource checks for jobs need to use the 'name' key instead of 'job' key, as shown in the documentation.
the documentation says "name" and "group" are the resource keys used for job authorizations, but "job" and "group" are used instead.
Change to use 'name' key for resource checks.
This fix can potentially interfere with existing aclpolicies
