add project.resources.url property to project.properties

The project.resources.url should be enabled for
project.properties.
This specifies a URL to GET the resources.xml file from, and save it over the project.resources.file location.
Add button in Rundeckapp to force re-get of the resources via the resources page. This buttons should only show for Admin users.

Is this related to the editUrl and remoteUrl fields? When you make an edit to the backing resource, how do you know when to refresh your model?

We will have a "refresh" button for manual refetch by admin. Also, after remoteUrl edit action returns success it will auto refetch
