Add instructions for installing on Debian/Ubuntu to Download page

Once we have the apt repo set up, we should add instructions on using it to the download page.
A good example of instructions would be this one:

current debian release doesn't have any associated debian repo. the download instructions would probably be just:
dpkg -i rundeck.deb
