remove duplicated config files (rpm, deb)

the launcher/core defines templated config files, but the rpm & deb packaging separately duplicate the files.
in the interest of DRY, we should remove these, to prevent divergence and extra work

To note, the templates are not duplicated, just the result file that is generated.
