Add project defaulting and remove "All projects" from project chooser

When a user logs in they should be directed to the last project they chose. If they have never chosen a project they should be presented a page that lists the project and their summary. The project choice should be saved to their profile for lookup upon the next login.
The "All Projects..." menu item should also be removed from the chooser. If the user has no "last project" in their profile, the user should be defaulted to the first project in the menu (last resort).
