Separate build and test targets from make

[11:16am] noahcampbell: I would like to the two to be separated.

[11:16am] noahcampbell: The CI will always run the tests, that's what it's for
[11:17am] noahcampbell: but running the tests always, when all you might want is a build, needs to be possible
