Semaphore in the cloud

Some jobs must not be run at the same time. This works for a single instance of rundeck with the job block (if the job is already running of the same id) but the concept needs to be expanded.
- Given two jobs, they should be able to grab a instance level semaphore before proceeding.
- Given two instance of rundeck, they should be able to attempt to grab a global/cloudy semaphore before running and release it on failure or timeout.
