Rework launcher to allow for greater customization of the
start/launch process.
This is prep work for building an rpm. Outstand tasks include:
Moving projects to a better location. Moving etc/
projects to /etc/rundeck/client Fix the location of the
log4j.properties file so it's properly read. * Save the
configuration for a standard install
